A budget adviser is warning that a Government "talkfest" about loan sharks will be too late to save many of New Zealand's most vulnerable.
Darryl Evans, chief executive of south Auckland's Mangere Budgeting Services, said tougher laws for finance companies were long overdue.
"I don't want another talkfest at the summit. We need to put some real plan of action in place because each day nothing is done, kids are going hungry."
Consumer Affairs Minister Simon Power announced plans this week to hold a summit in August to discuss overhauling consumer finance legislation.
But Evans said New Zealand already falls behind America, Australia and Ireland, which have introduced rules to cap loan interest rates.
He is calling for speedy action to restrict lenders who fail to ensure people have enough income to repay spiralling debt.
Evans says lenders in his area have been charging up to 500% interest.
He told of a 92-year-old man left with nowhere to sleep and no means to cook after the pensioner's bed and microwave were repossessed by a loan shark.
The lending company only returned the man's two possessions after Evans threatened to go to the media.
"I'm not saying every creditor is bad, but certainly... with the loan sharks there doesn't seem to be a moral compass.
"It seems to be, `Let's get rich off the poor'."
Evans said desperate families in Mangere were taking out loans for everything from milk to cars.
Over the past few years he had noticed an influx of up to 30 mobile loan shops in the area.
"They look like an old bread truck, and on the back they sell everything from bedding, clothing, tumble dryers – and now they sell food."
Household basics are sold for inflated prices, such as $9 for a 2-litre container of milk, he said.
"Basically people are ticking it off to credit, then drip-feeding it back," he said.
"These companies are getting rich off the back of the impoverished and they're absolutely targeting Maori and Polynesians."
Under proposed Government changes, fringe lenders could be forced to become licensed, and face scrutiny from the Financial Markets Authority.
The August financial summit will also bring together finance companies and community groups to tackle debt and lack of financial literacy.
In April, there was $5.4 billion of outstanding credit-card debt in New Zealand, with an average interest rate of 18.8%, according to the Reserve Bank.
