Israel trip is already paying off for SAWS
The San Antonio Water System is justifiably proud that even with 67 percent more customers since 1984, it still uses the same amount of water as it did then.
Conservation, together with construction of the nation's largest direct recycled water system, has brought the utility national recognition and emulation.
But SAWS may have met its match in Israel, which boasts nearly flat water consumption while almost tripling its population since 1964, and which reuses 75 percent of that water, six times more than the next closest country, Spain.
San Antonio's water utility earlier this month took a step toward tapping the innovation and expertise that has allowed the tiny arid country to become a world leader in water management. During a tour of Israel, San Antonio officials signed an agreement with Ein-Netafim, a small water utility in southern Israel that would allow the two to share expertise.
One thing SAWS will likely look at is a grease-eating bacteria used by Ein-Netafim, since 70 percent of SAWS' sewage leaks are caused by grease and debris buildup in pipes.
Perhaps more important, SAWS CEO Robert Puente and others on the tour were exposed to the long-standing, coordinated collaboration between Israel's government and private industry that, along with a chronic shortage of freshwater, has propelled Israel's water sector to the forefront.
Israel pioneered drip irrigation, one of the most valuable innovations in agricultural history. With five desalination plants — including the world's largest seawater reverse-osmosis plant — along its coast, half of its water now comes from the sea. It also leads in wastewater treatment, water safety and security.
The delegation, which included representatives from the Greater San Antonio Chamber of Commerce and local financiers, visited Hadera, Israel's largest desalination plant. They also met with representatives of Israel NewTech , a government program which promotes Israel's water technologies, and heard from the CEO of Kinrot, the leading seed investor in water and clean tech-related technologies worldwide.
Puente said he came away impressed with Israel's desalination industry and convinced that SAWS' decision to build a brackish water desalination plant over the Wilcox Aquifer was the right one, given the steep additional costs to move desalinated water from the Texas coast.
Wells are being drilled now for that Wilcox plant on SAWS property in southern Bexar County. The first phase is expected to produce 11,800 acre-feet of water by 2016. The total cost of the plant along with integrating it into the existing system is $145 million.
